[#DWR-511] Evaluate ServerLoadMonitors, remove unneeded monitors, solidify monitors we want to keep - DWR

Description:

This will be the parent place holder issue for all ServerLoadMonitor work. Some work has been done in this area but more needs to be done. Some of this work may be simply clean-up (removing monitors that aren't needed, etc.)
