    This monitor was originally intended for Jetty, we may not even need it anymore. If the ThrottlingMonitorServerLoadMonitor will do the job we should remove or deprecate this monitor.

This monitor is pretty simplistic compared to the throttling monitor and they both look to achieve the same thing. I think this one can be deprecated. Maybe alias it to the throttling monitor for version 3.0?

I think we can remove it too. I doubt anyone is using it as the monitors have not been documented in the past. Remove it and add it to the release notes?
